ADA Title II Deadlines for State & Local Government

Published March 9, 2026

New DOJ rules set firm WCAG 2.1 AA deadlines for public entities. Here's who's affected and by when.

The Department of Justice has adopted a rule requiring state and local governments to make their web content and mobile apps conform to WCAG 2.1 Level AA.

Compliance deadlines are tiered by population size, giving larger entities the earlier deadline. The scope covers websites, mobile apps and much of the content delivered through them, including documents.

Public entities often face large backlogs of legacy documents and third-party services. Meeting the deadline means starting with an inventory, prioritizing high-traffic and high-impact content, and building an evidence trail.

OptiServe helps agencies scope, prioritize and execute Title II remediation programs — including bulk document remediation and third-party accountability.
